"Is this our new normal? Nasan po yung 'compassion'?"
This is the tweet of Bela Padilla after seeing a video of a police chief hitting and throwing expletives at a resident in Quiapo, Manila.
In the video, the police officer actually also issues a warning that those violating the set curfew hours will be shot.
The police chief exclaims: "Lahat ng lalabas nang wala [sa] oras mababaril ka! Tang-ina niyo."
He is accompanied by at least three uniformed policemen who are each armed with a rifle.
Then he walks towards the main entrance of Muslim Town, and there severely reprimands a male resident who allegedly breached quarantine protocols.
"Bakit bukas ba ngayon? Iyan ba ang dapat niyong gamitin ngayon?" the police chief demands to know.
The male resident attempts to explain himself, but the police chief begins hitting him with a long wooden stick.
The police chief adds: "Tang-ina mo, matigas ulo mo! Umuwi ka! Lalabas kayo, akala niyo passes iyang quarantine pass?!"
BELA SAYS NO TO VIOLENCE
A netizen points out to Bela that the police officer might have been implementing stringent measures because there are still people breaking quarantine rules.
But the Kapamilya actress insists that violence doesn't just cut it even during the time of a COVID-19 crisis.
"I understand that. Madami po talagang pasaway. But violence is not the answer. It doesn’t only hurt physically but it also strips off a person’s dignity," Bela tweets with a frowning emoji.
She adds, "Sa panahon ngayon LAHAT TAYO kelangan habaan ang pasensya..."
UNDER INVESTIGATION
The video in question was taken by DZMM reporter Zhander Cayabyab and reposted via DZMM Teleradyo's Twitter account.
Time stamp of the video from Cayabyab's Twitter account shows it was uploaded at 9:20 a.m. last Thursday, March 26.
A separate report from ABS-CBN News Online identifies the police officer as Lt. Col. Rey Magdaluyo, chief of police of the Sta. Cruz, Manila police station.
The news report says that the unnamed resident attempted to show his quarantine pass to the officer.
A check of the pass by the ABS-CBN reporter shows that the quarantine pass allows one person per household to leave the house for essential purposes, such as buying food.
The video shows that the resident was not permitted at all outside the community gate.
Magdaluyo, defending himself, says he had to go down hard on the residents of Muslim Town given the number of supposed repeat offenders from the area.
In defense of Mandaluyo, Datu Basher Alonzo claims that he actually sought help from authorities to reprimand residents repeatedly violating quarantine protocols.
The incident is now under investigation, according to Manila Police District Director Brig. Gen. Rolando Miranda.
Miranda is quoted as saying, "Hindi dapat natin daanin sa init ng ulo ang pagpapatupad ng batas."
Earlier reports about the guidelines of the community quarantine say that police officers—apprehending violators of the standard 8:00 p.m. to 5:00 a.m. curfew—should enact rules in a proper and respectful manner.

Superstar Nora Aunor reacted to Lolit Solis throwing shade at her regarding her former husband Christopher De Leon dealing with COVID-19.
“Biro ko nga, kung si Nora Aunor nalagpasan mo at kinaya si corona virus pa hindi naman siya superstar. Joke joke. Basta alam ko kakayanin ito ni Christopher with flying colors,” Lolit said of De Leon’s current condition.
In an interview with PUSH, the Superstar recalled that Lolit, who manages Christopher, was once close to her several years ago.
“Ang masasabi ko lang ay alam ko na may pinagsamahan kami ni Lolit Solis noong araw lalo na noong nakatira pa ako sa Valencia. Isa siya sa mga taong naging malapit sa puso ko at pinagkatiwalaan noong araw.
“Sabagay, matagal na nga naman yon…Valencia days pa. Maaaring hindi na naaalala ni Lolit Solis yon.
“Pero bakit yong ibang naging kaibigan ko noon sa press na nabubuhay pa hanggang ngayon na naging malapit sa akin hindi nakakalimot kung anong pinagsamahan namin noong araw? Baka di na nya maalala.
“Marami pa akong dapat ikuwento tungkol sa napakagandang naging samahan namin ni Lolit Solis pero hayaan nalang natin siya. Nakakalungkot lang isipin na si Lolit Solis pa na mula noon hanggang ngayon ay hindi nawala ang RESPETO ko.”
Nora insisted that she treated Lolit with the same love and respect she showed other reporters.
“Minahal ko siya tulad ng iba pang mga reporters na naging malapit sa akin noong araw hanggang ngayon. Minahal ko ang isang Lolit Solis bilang isang tunay na kaibigan.
“Para kay Lolit Solis… Ano nga bang tawag ko sa iyo noon? Lolit, ate Lolit, Bok o kung ano man… Kung nakalimutan mo na ang mga pinagsamahan natin noong araw, ako hindi. Kailanman hindi ko ito maaaring kalimutan.
“Hindi nawawala ang respeto ko sa iyo hanggang ngayon bilang isang naging totoo kong kaibigan.
She offered a prayer for Lolit to be always safe.
“Ipapanalangin ko pa rin sa TAAS na sana ay maging ligtas ka sa araw araw. Patuloy ka nawang ingatan ng ating PANGINOON sa lahat ng mga ginagawa mong patuloy na pagtulong hindi lamang sa iyong sariling pamilya kundi sa mga artistang minamanage mo.
“Subaybayan ka nawa lagi sa mga ginagawa mong pagtulong sa mga taong nangangailangan lalo na sa panahong ito.”
She also prayed for the fast recovery of Christopher from COVID-19
“Hangad ko rin ang paggaling ng alaga mong si Papa Boyet. PRAYERS para sa kanyang kaligtasan, ganoon din sa iyo dahil mahal ko kayo at siyempre sa kaligtasan ng lahat ngayong may krisis tayong pinagdadaanan .Please keep safe po,”
Christopher has already been discharged from the hospital and continued with a 14-day home quarantine. Her wife, Sandy Andolong, came out negative.

Because of their close contact with Dr. Sally Gatchalian, Eat Bulaga host Ruby Rodriguez, her husband and their child, are now considered PUIs for the coronavirus disease 2019 (COVID-19).
Dr. Gatchalian, the president of the Philippine Pediatric Society and Ruby’s older sister, passed away from COVID-19 on Thursday.
She was the 9th doctor in the Philippines to succumb to the deadly infection.
Ruby and her family's quarantine period was to end today but according to Nelson Canlas’ report on "24 Oras Weekend" Saturday, it has been extended for another week.
